Passport holders of 194 countries can travel to Singapore without prior visa, eVisa, or on-arrival visa.
Passport holders for 14 countries can obtain an electronic visa / authorization prior to arrival to travel to Singapore.

Since 28 January 2019, Singapore has granted a 96-hour visa-free transit facility for Chinese citizens entering Singapore. Passengers in transit can apply for VFTF at check-in counter without charge.
From February 2, passengers who have been in China in the past 14 days and all Chinese citizens are not allowed to transit or enter Singapore, and all visas issued before are no longer vaild.
